Site Plan approvals are regulated by Section 41 of the Ontario Planning Act. The entire Town of Newmarket is designated as a "Site Plan Control Area". Development of any kind may not be undertaken in the Town of Newmarket until the Town has reviewed and approved the plans.
Planning Services is updating the Site Plan Process Manual in order to improve efficiency and support efforts to facilitate development in Newmarket. The Site Plan Process Manual guides the development of properties through site plan approval, and assists the Town to implement the objectives of the Official Plan, ensure conformity with the Zoning By-law, improve compatibility of property design, and maintain a high standard of development.
Staff have worked over the past year to create a new Site Plan Process Manual that will update the current site plan process to:
- Increase efficiency by more directly scaling the level of review to the size and complexity of projects by creating classes of applications
- Improve design standards by providing more detailed information on the Town's expectations of each type of study and report
- Address lessons learned by informing applicants of common obstacles or delays and how to avoid them
- Enhance guidance for applicants by increasing access to information earlier in the process to facilitate more easily approved submissions
Committee of the Whole adopted the updated 2018 Site Plan Process Manual on January 15 through Planning & Building Services Report 2017-30 (available as part of the Committee of the Whole agenda package here). Committee requested clarification and minor amendments to the manual in their discussions of the report (available through the video recording of the meeting here). The 2018 Site Plan Process Manual has been updated to reflect this direction and is available online here. The minutes of Committee of the Whole will be considered by Council on January 22, including the ratification of the approval of this updated manual.
