- In 2007, Council enacted By-law 2007-42 which authorized the approval of a policy to govern the conduct of Members of Newmarket Council. This policy, referred to as the Council Code of Conduct, along with the Municipal Act set out the ethical standards of behaviour for Members of Council.
- The Municipal Act, 2001 (the Act) provides that the Town may establish a code of conduct which outlines ethical standards of behaviour for Members of Council. The Act also provides that a municipality may appoint an Integrity Commissioner who, among other duties, may investigate potential breaches of the Code and recommend penalties to Council where he or she has found the Member of Council to have contravened the code of conduct.
- The 2010-2014 Council discussed recommended revisions to the Code and public input was sought. The 2010-2014 Council ultimately referred review of the Code to the current Council. In order to assist with the managing the review of the Code, an RFP for consulting services was issued and EthicScan was selected.
- During the Code review process, Council authorized a new Code complaint process.
