Urban Centres Secondary Planning Process
Newmarket Urban Centres Secondary Plan
Newmarket's Yonge Street and Davis Drive Corridors are identified as one of four Regional Centres in the York Regional Official Plan and is recognized by the Provincial Growth Plan as an area where future growth and intensification is to be directed.
The purpose of the Urban Centres is to accommodate the broadest diversity of uses, provide the greatest level of service and the highest quality of design.
The Town of Newmarket is preparing a detailed Secondary Plan to guide and direct development in the following three Growth Centres, as identified in the Town of Newmarket Official Plan:
- Yonge-Davis Provincial Urban Growth Centre
· The Yonge Street Regional Centre, and
· The Regional Healthcare Centre
The Urban Centres Secondary Plan will define how and where development will occur to achieve the vision for the planned growth. Development will continue in the interim and in advance of the Secondary Plan in accordance with the provisions of the Official Plan.
The secondary planning commenced in 2010 with the Town of Newmarket Visualization, Massing and Height Study prepared by Sweeny, Sterling Findlayson & Co. Architects.
planningAlliance has been retained by the Town to prepare the Secondary Plan in conjunction with a detailed transportation study which is anticipated to be finalized by the end of 2012.

The presentation outlines:
- A high and low growth scenarios which proposed development through to the year 2051;
- The preliminary analysis of the implication of the two growth scenarios on the transportation infrastructure;
- A 3D modeling analysis showing conceptually what the massing, density and height could look like based on both the high and low growth scenarios; and the public engagement process proposed in May 2012 to obtain feedback on the two growth scenarios, transportation implications and the conceptual modeling

Tools for Intensification
In conjunction with the secondary planning process, the Town is considering "Tools for Intensification" that aim to stimulate development and redevelopment within the Urban Centres.
The tools include both short term and long term tools.
