Building Condition Assessment

This report outlines the results of the Building Condition Assessment (BCA) conducted by R.J. Burnside & Associates Limited (Burnside). The scope of the BCA was to perform an on-site assessment of the existing condition of all the building’s components including but not limited to building structure, roofs, building envelope, foundation, exterior finishes, interior finishes, attic, and life safety system. Items that are cosmetic, enhancements to the property, or part of normal preventative maintenance were excluded from the report. Designated Substances Survey

R.J. Burnside & Associates Limited (Burnside) was retained by the Town of Newmarket to conduct a Designated Substances Survey (DSS) of the four buildings at

Mulock Farm, located at 16780 Yonge Street, Newmarket, Ontario. A DSS was conducted by Burnside on August 30, 2017 to determine the presence of designated substances and potential concerns regarding other hazardous building materials. 

In accordance with Section 30 of the Occupational Health and Safety Act (OHSA) the owner of a property must provide to any renovation/demolition contractor(s) and/or subcontractor(s) a list of any or all designated substances present on the Site, regardless of whether the owner intends to demolish or retain the existing building(s).

Phase One Environmental Site Assessment

Soil Engineers Ltd. was retained to carry out a Phase One Environmental Site Assessment (Phase One ESA) at 16780 Yonge Street, in the Town of Newmarket. The Report was completed in October 2017.  

The purpose of the study is to identify any potential environmental concern associated with the subject site. The findings from Soil Engineers Ltd research of documents pertaining to the subject site, interviews with persons knowledgeable of the subject site, and an environmental site reconnaissance, together with the assessment, are presented in this Report.

Preliminary Phase Two Environmental Site Assessment

Soil Engineers Ltd. (SEL) was retained by the Town of Newmarket to carry out a Phase Two Environmental Site Assessment (Phase Two ESA), as defined by Ontario Regulation (O. Reg.) 153/04, as amended. The subject property is located at 16780 Yonge Street, in the Town of Newmarket.

The purpose of the Phase Two ESA was to determine the soil and groundwater quality at the subject site, as related to the environmental concerns identified in the Phase One Environmental Site Assessment Report (Phase One ESA).

Foundation Wall Evaluation

R.J. Burnside & Associates Limited (Burnside) was retained by the Town of Newmarket, to review the condition of the foundation of the main residence at 16780 Yonge Street. For the results of the evaluation and more information please view the Foundation Wall Evaluation Report. 

Geotechnical Investigation Report

A geotechnical investigation was carried out at 16780 Yonge Street. The purpose of the investigation was to reveal the subsurface conditions and to determine the engineering properties of the disclosed soils.

2018 Building and Site Features Review – Pre- Condition Survey

EXP Services Inc. was retained by the Town of Newmarket to review the building structure, building envelope, building interior wall, flooring and ceiling finishes, roofing and site features of the property located at 16780 Yonge Street and identify and record the existing condition of the property. They conducted a survey of the property prior to the examinations and testing by both RJ Burnside and Soil Engineers Ltd and provided a report on the conditions.

Observation Reports – Post Repair

EXP Services Inc. was retained by the Town of Newmarket to inspect the investigations done by the Town’s consultants to ensure that the property was returned to its original condition following testing. EXP Services Inc. observed the various testing done by Soil Engineers Ltd and R.J. Burnside and Associates limited and reported their observations on April 6, 2018 and May 14, 2018.

EXP Services Inc. was retained by the Town of Newmarket to review the building structure, building envelope, building interior wall, flooring and ceiling finishes, roofing and site features of the property located at 16780 Yonge Street and identify and record the existing condition and comment on what change if any from the 2017 condition.

Financial Appraisal Reports

Suncorp Valuations was retained by the Town to prepare an appraisal report of the Mulock Farm property. An initial appraisal report was provided on February 6, 2016. An updated appraisal was provided with an effective date of October 31, 2016.

In addition to the Appraisals conducted by Suncorp valuations several appraisals were conducted on behalf of the Mulock Estate.
