Current Status of Newmarket Services
As a precautionary measure, the Town of Newmarket has closed all facilities to the public until further notice. All drop-in, registered programs, events and public meetings have been cancelled. The Town is beginning to reopen some amenities to the public. For the most up-to-date information on what's open and closed, visit

Essential services provided by the Town that will continue to operate include, but are not limited to water and wastewater services, waste and recycling pick-up, general maintenance of Town-maintained roads, sidewalks and trails, customer service call centres, Central York Fire Services (emergency services) and more.

Property Taxes and Utility Bills
What is the Financial Relief Plan?
The Town of Newmarket introduced a Financial Relief Plan to assist residents during the COVID-19 pandemic. This plan was created to give those in need more time to pay. The Town urges those who are able to pay to continue to do so to help support essential services and those who need it most.
The Financial Relief Program is intended to help our residents and businesses who are most in need. Please note that the waiver of penalties and interest is a relief measure. It is important to note that payments are to the Town are still owed, and are
not eliminated.
The 2020 Financial Relief Plan ended on January 31, 2021 and a new 2021 Financial Relief Program is now in effect.
The purpose of the new Financial Relief Program is to provide a more targeted approach to residents and businesses who are experiencing financial challenges during the pandemic.
The new Financial Relief Program for 2021 will include:
- Waiving penalties and interest on unpaid property taxes for eligible residential property owners (through an application process);
- Increasing the existing property tax assistance rebate to elderly residents from $320 to $450;
- Increasing the existing residential water and waste water rebate from $354 to $420; and,
- Providing a water rebate of $1,000 for eligible small businesses (through an application process)

Do I need to opt into the Financial Relief Program?
Yes. Residents and business owners who wish to participate in the 2021 Financial Relief Program will be required to apply and submit documents that demonstrate a need. Learn more and apply for the program by visiting newmarket.ca/financialreliefprogram
If you are currently on any
Pre-Authorized Payment (PAP) Plan, the Town will continue to be withdraw pre-authorized payments as scheduled.
Those on any PAP Plan are required to notify the Town in writing
ten (10) business days before the next withdraw is scheduled (email
taxes@newmarket.ca) in order to stop all payment withdrawals from their PAP plan. Doing so will remove your participation from the PAP. Those who wish to return to a PAP in the future will need to re-apply and the balance owning on their account must be $0. See below for more information on PAP Plans during the COVID-19 pandemic.
Who can participate in the Financial Relief Program?
All residents and businesses who pay property taxes, water bills, or have leases with the Town can participate in the Financial Relief Program.
If you can continue to pay, please do so. This program was created to give those in need more time to make their payments.
All non-payments are still owed to the Town and will remain on the individuals account. These payments are not eliminated.

How can I pay for my property taxes during COVID-19?
Please do not pay in person as the Municipal Office (395 Mulock Drive) is currently closed. The Town still offers a number of payment options for your property taxes. For more details, check payment options.
- In-person, online or telephone banking through your financial institution
- If you wish to pay your taxes in cash, please do so at your financial institution as the Town has not resumed in-person services yet.
- Mailing a cheque to the Municipal Offices
- Please do not mail cash or drop off any cash at the Municipal Offices for property tax payment.
I am on a pre-authorized payment plan (PAP); how will I be affected?
The Town is continuing to withdraw all PAP plans as scheduled. If you cannot make your property tax payment and need more time to pay, you will need to cancel your participation from your PAP plan. Those on any PAP Plan are required to notify the Town in writing ten (10) business days before the next withdraw is scheduled (email taxes@newmarket.ca) in order to stop all payment withdrawals from your PAP plan.
If you can pay your property taxes on time, please continue to do so. If you need more time to pay, you can participate in the 2021 Financial Relief Program for eligible residents and businesses. This program was designed to give residents and businesses, who are in need, more time to make their payments. These payments are still owed to the Town, not eliminated.
In the future, if you wish to enroll back into the PAP program at a later date, you will need to re-apply and your property tax account balance must be $0. Re-enrollments will be treated as new applications.
After the Town cancels your participation from the PAP program, the Town will email/send you a notice notifying you of the amount owing on your property tax account.
Please note that 2021 pre-authorized payment withdrawals will take place from February to November.
I am on a Month End Pre-Authorized Payment (PAP) Plan; how will I be affected?
The withdrawal date for the
End of Month PAP is on the last business day of each month. If you cannot make your property tax payment and need more time to pay, you will need to cancel your participation from your PAP plan by emailing
taxes@newmarket.ca
Those on any PAP Plan are required to notify the Town in writing ten (10) business days before the next withdraw is scheduled (email
taxes@newmarket.ca) in order to stop all payment withdrawals from their PAP plan.
If your request to cancel your participation from the End of Month PAP Plan cannot be processed by the Town, you will need to contact your financial institution for any Non-Sufficient Fund (NSF) charges imposed by your banking institution.
After the Town cancels your participation from the PAP program, the Town will email/send you a notice notifying you of the amount owing on your property tax account. No late fees for penalties will be applied to your account until February 1, 2021
Please note that 2021 pre-authorized payment withdrawals will take place from February to November.
Can I defer paying my water bill?
Water and wastewater charges are collected by Newmarket Hydro.
The Town of Newmarket has waived all water and wastewater penalties and interest until
February 1, 2021. If you wish to defer paying your water and wastewater portion of your bill from Newmarket Hydro, you will not be charged any penalties or interest. Please contact Newmarket Hydro at 905-895-2309 for further information.
However, please note that Newmarket Hydro will charge penalties and interest for the Hydro (electricity) portion of the bill. Therefore, when you receive your Newmarket Hydro Bill, which includes both electricity and water and wastewater charges, you will see penalties and interests under the electricity portion of the bill.
The Town of Newmarket is unable to mandate what Newmarket Hydro charges.
Why isn't the Town of Newmarket following the same Financial Relief model as other municipalities?
Every municipality has its own set of rules and regulations that it must follow. For example, the City of Toronto is a single tier municipality and has more flexibility in its rules. The Town is a lower-tier municipality and must continue to coordinate property tax payments to the Regional Municipality of York and other government entities.
In order to ensure that services to our community are still provided, the Town is required to continue to collect property taxes and other payments.
The Financial Relief Program is meant to provide those in need more time to make their payments. The Town is only waiving interest and penalties for non-payment of these charges until
February 1, 2021. These amounts are still owed to the Town of Newmarket. If you can continue to make your payments, please do so in order to avoid a large balance owing to the Town by the end of the year.
Animal Services
Who do I call if I have lost my pet or found a lost pet?
Animal Services will continue to respond to calls for found pets. You can contact Animal Services toll free number at 1-877-979-PAWS. Please note that if your pet is found and has been taken to the Georgina Animal Shelter, you will need to contact the shelter directly and schedule an appointment for pickup as the Shelter is currently not open to the public.
How can I help the Georgina Animal Shelter?
The shelter appreciates donations, however, at this time the Shelter has asked residents to hold on to them for now until the centre re-opens to the public. Any donations left at the door will not be accepted.
Bylaws and Property Standards
Will by-law enforcement services continue?
By-law enforcement and investigation services will continue for emergency orders and in response to unsafe conditions, including:
- Unsafe dwellings (ADUs or other) which will be referred to Central York Fire Services
- No heat
- No water
- Immediate concerns (e.g. significant flooding due to swale/drainage issues)
- Parking Enforcement
All other property standards complaints will be received and responded to on a per-case basis. Property Standards Officers will receive and review complaint calls and notify a property owner, via letter, that a formal complaint has been received. The letter will request voluntary compliance and a follow up inspection will be conducted at a later date.

Business Support
What is the Town doing to support the community?
Newmarket Council approved up to $25,000 in support of community meal programs, enhanced community food bank operations or to be used for other community needs. Newmarket is also working with these community groups on contingency planning to ensure they are able to meet the needs of the community during COVID-19.

Newmarket Food Pantry
You can make an online donation to the Newmarket Food Pantry. The Newmarket Food Pantry is able to purchase food directly from suppliers to meet the needs of the community.

Newmarket has realigned its services to ensure our staff and residents remain safe and our critical services and infrastructure are maintained.
In an effort to maintain social/physical distancing, staff members, where possible will continue to provide services online and by telephone, while working from home. What are your telephone hours of operation?

When is the Town going to conduct street sweeping this year?
At this time, due to the COVID-19 pandemic, the Town is only conducting street sweeping using limited in-house resources in critical areas, generally known low-lying areas prone to debris accumulation and flooding. This is due to staff being redeployed to conduct other essential work and a reduced summer workforce. No additional summer staff were hired in order to limit the financial impact of COVID-19.
The Town continues to monitor critical areas in Town that require attention. Residents who are aware of areas that need to be addressed, can contact the Town by emailing the location to
info@newmarket.ca and we will get to these areas as soon as possible.
Library Services
What Library Services are currently available?
The library is open for contactless services. Currently, visitors can pick-up their holds at the front door of the library. Please have your library card ready and staff will retrieve your holds. Learn more about the services currently available at the Newmarket Public Library's website.

Residents can also access the online library 24/7. If you are having troubles, you can reach us Monday to Sunday from 9 a.m. to 5 p.m.
Book returns & renewals
The book return box will be open to receive returns. You can renew items online. Items placed on hold for curbside pick-up will still be available. However, users will be required to enter the library to retrieve items. If you have items on loan, the library will continue to charge no overdue fines, but we encourage you to return items by the due date, as we will shortly begin the process of charging for the replacement of items long overdue.
Mandatory Masks and Face Coverings in York Region / Newmarket
Is it mandatory to wear masks in Newmarket?
As of
12:01 a.m. Friday, July 17, 2020, masks or face coverings are required inside enclosed public spaces in York Region, including the Town of Newmarket.
As noted by York Region, business owners and operator must have a policy in place to prohibit people from entering if they are not wearing a face masks or covering. Customers, employees, and visitors who enter enclosed public spaces must wear a face mask or covering.

Are Council and Public Meetings cancelled?
To ensure that you have up to date information on any cancellation or postponement of Council, Committee of the Whole or Advisory Committee meetings visit newmarket.ca/meetings for current information.
If public health officials' messaging change with respect to social/physical distancing, staff will work in consultation with the Mayor and Chief Administrative Officer to resume meetings as soon as possible. Special Council meetings may be held electronically to support essential Town business and services as necessary.

Parking Services
Will parking by-law enforcement services continue?
Yes, parking enforcement will respond to any complaint calls received with a focus on health and safety-related issues. Parking Officers will be working 7 days a week from 7 a.m. until 6 p.m. and will be proactive in the community, visible to the public, and available to respond to calls, as needed. Residents can call Customer Service at 905-895-5193 to make a complaint.
Can I still pay my parking ticket?
Yes, you can pay your parking ticket online, by phone or by mail.

Can I still dispute my parking ticket?
To dispute a parking ticket, you must go online to parking.newmarket.ca and request to dispute. Screenings will be conducted online or the disputant may specifically provide a telephone number under “reason for dispute” and a Screening Officer will contact the disputant via telephone.
Can I get a parking exemption for on-street parking?
At this time, the Town of Newmarket is not offering on-street parking exemptions as winter parking restrictions run from November 1, 2020 until April 15, 2021. Any vehicles parked on the street/roadway between the hours of 2 a.m. and 6 a.m. during this time will be subject to a fine as this interferes with snow clearing operations, regardless of whether or not there is snow on the ground.
Temporary Off-Street Parking Program during the pandemic
The Town of Newmarket has launched an off-street overnight parking program to allow residents to park in select municipal lots overnight between the hours of 5 p.m. to 7 a.m. with a permit. Learn more about the temporary off-street parking program by visiting newmarket.ca/parkingexemptions.
Planning and Building Services

Can I use the trails and bike lanes during COVID-19?
The Town’s trails system and bike lanes are open for use.
When outdoors, residents who are walking, running, walking their dog or cycling are reminded to exercise appropriate social and physical distancing. Stay at least 6ft. (2 m. apart) from other people to help limit the spread of COVID-19.
What safety measures should I be taking when at a playground?
Residents are reminded to follow the rules on the posted signage at each location and to use the playground at your own risk. Playgrounds are not supervised and not sanitized regularly and require everyone to take precautions by staying at least 6ft./2m. away from others and ensuring hands are washed and/or sanitized before and after using the amenity.
Be courteous and share this space with the community. If the playground is busy, and physical distancing is not possible, consider travelling to another nearby playground or coming back at a later time.
What is the Town doing for individuals who are not complying with emergency orders?
The Town of Newmarket's Municipal Bylaw Enforcement Officers are patrolling our parks and trails to ensure everyone is practicing physical distancing and not gathering in groups of more than ten (10) people. Fines starting at $750 will be issued to those who do not comply to the following emergency orders under the
Emergency Management and Civil Protection Act (EMCPA):
Individuals who are charged with an offence under the EMCPA will be required to identify themselves if asked by a Municipal Bylaw Enforcement Officer. Failing to do so can carry a fine of $1,000 for obstructing a Municipal Bylaw Enforcement Officer. In addition, failure to comply with an Emergency Order carries a starting fine of $750 or could also carry punishments of up to one-year imprisonment or a fine of up to $100,000 for an individual. These penalties will apply in addition to breaching other Emergency Orders. To report non-compliance, email

Why does my dog have to be on a leash at all times on Newmarket's parks, trails and open spaces?
Recently, the Town has received double the volume of calls and concerns from residents about dogs being off leash. What people may not initially realize is that an off-leash dog is a risk to physical distancing because it brings people together. For example, when a dog is off leash, it may approach another dog on-leash or even other people out for walks. The owner is then forced to approach the other person to retrieve their dog, causing an interaction with the other person/dog and inability to maintain physical distancing of at least 6ft, creating weariness for contact.
The Animal Control By-law requiring dogs to be on leash at all times on public property, with the exception of the Newmarket Dog Park, is an existing bylaw. Off-leash is not permitted anywhere on Town property at this time as the dog park is closed, and Municipal Bylaw Officers are set to issue fines starting at $400. As a first step, Bylaw Officers will continue to educate individuals on the importance of having their pets / dogs on a leash. If non-compliance continues, (e.g. clear signs being ignored, not complying once reminded of the rules), fines will be issued.

Why can't the Town of Newmarket reopen its outdoor recreational amenities/facilities the same day the Province of Ontario makes an announcement?
The Town of Newmarket is notified of the Province of Ontario’s announcement the same time as the general public. Once an announcement is made, it takes time for the Town to evaluate and assess each reopening phase. The health and safety of our residents and our staff is our top priority. As a result, the Town is taking a more cautious approach to reopening and will gradually reopen more areas when each area is cleaned, inspected and deemed safe to reopen.
Can I have a picnic, play catch, kick a ball etc. at an open space in Newmarket?
Picnics, playing catch, kicking a ball and other recreational uses of the Newmarket's open outdoor recreational areas are permitted as long as residents:
1. Follow safe physical distancing guidelines by staying at least 6ft. / 2m. away people outside of their immediate household
2. Follow the social gathering and social circle orders as set out by the Province of Ontario
We have been in lockdown for over nine months, what was the Town doing for reopening?
During the state of emergency, Town staff were redeployed to ensure essential and critical services were still provided to the community. This included work like maintaining open areas like parks trails and open spaces to ensure they were safe to use while following emergency orders set out by the Province of Ontario. The Town does not know ahead of time when the Province is going to lift restrictions. Once an announcement is made, it takes time for the Town to evaluate and assess each reopening phase. The health and safety of our residents and our staff is our top priority. As a result, the Town is taking a more cautious approach to reopening and will gradually reopen more areas when each area is cleaned, inspected, proper signage is installed and deemed safe to reopen.
Why is the boardwalk at the Tom Taylor Trail open to one-way traffic only?
The boardwalk on the Tom Taylor Trail is narrow and does not allow residents to properly practice physical distancing of at least 6ft. / 2m. As a result, the boardwalk area is only allowing one-way traffic, with the entrance located at the south-end of the trail near the Municipal Offices. Please note that when using the boardwalk, no passing and cyclists are not allowed.

Why do the signs posted at open outdoor recreation amenities say 'use at your own risk'?
High touch-points at these outdoor areas (gates, benches etc.) are not cleaned frequently. Therefore residents are reminded to take extra caution and to use each amenity at their own risk. Remember to wash your hands with soap for at least 20 seconds or use an alcohol-based sanitizer after use.
Why does the grass at these outdoor recreational amenities seem longer than normal?
At this time, only required maintenance measures will be performed in these areas.
Residents can expect to see services like grass cutting, forestry and horticulture work reduced. This is due to staff being redeployed to conduct other essential work and a reduced summer workforce. No additional summer staff, who normally assist in maintaining outdoor recreational amenities were hired this summer in order to responsibly align resources with the impacts of COVID-19. The Town is asking residents to be patient as staff are working hard to continue to maintain over 45 active parks and open spaces and 800+ acres of parkland in the community.
Sports fields are being cut once a week and other areas around Town are on a 15 day rotation.
Why is it taking staff longer to cut the grass around Town?
Due to staff being redeployed to conduct other essential work and a reduced summer workforce, it is taking the Town longer to perform duties like grass cutting, horticulture, and forestry work.
No additional summer staff, who normally assist in maintaining outdoor recreational amenities were hired this summer in order to responsibly align resources with the impacts of COVID-19.
Currently, sports fields are being cut once a week and other areas around Town are on a 15 day rotation.
Please be patient as staff are working hard to re-open and continue to maintain over 45 active parks and open spaces and 800+ acres of parkland in the community.
Can I toboggan in Newmarket? The Town of Newmarket does not have any designated hills for tobogganing and does not maintain any areas for winter activities. Please use outdoor areas at your own risk and follow these guidelines.
Users must:
- Check the hill. Make sure it is free of hazards (trees, rocks, fences, bumps)
- Avoid ice-covered areas
- Make sure there is room at the bottom of the hill to stop – away from roads, or bodies of water
- Use proper sliding equipment and wear a helmet (ski helmets are recommended)
- Make sure your route is clear before sliding
- All children should be supervised by an adult
- Only toboggan with members of the same household
- Maintain 6ft./2m. at all times from others
- It is recommended that users wear a mask when tobogganing
Recreation and Culture Programs and Events
What is happening with Community Events?
All in-person community events have been cancelled until further notice. Visit the Town's virtual recreation and culture hub - Home Sweet Home for information on activities that residents can participate from at home.
The Town will continue to monitor the evolving COVID-19 landscape along with public health advice and explore event to reunite the community, if and when it is safe to do so.
Social and Physical Distancing
What is social / physical distancing?
COVID-19 is known to spread from person to person. The only way to limit the spread of COVID-19 is to practice safe social and physical distancing. To reduce the spread, it is recommended that everyone:
- Stay home as much as possible.
- Limit the need to go outdoors. Only go outside for essential (grocery, work, exercise etc.). If you go outside,
stay at least 6ft. (2m.) away from other people.
- Do your best to avoid close contact with people outside of your household. Close contact includes being within 6ft. of another person.
Will teenagers be issued fines if more than ten people gather together?
All ages must adhere to the emergency order. The Town's Bylaw Officers are set to issue fines for anyone not complying with the emergency order, regardless of their age. Depending on the age of the individual(s), the parents or guardian could be subjected to the fine starting at $750.
Waste and Recycling Services
What is the garbage bag limit during COVID-19
With everyone social/physical distancing and spending the majority of their time at home, the Town will be taking a more lenient approach with garbage bag limits. Beginning March 23, the Town will collect up to five (5) bags of garbage per household, every two weeks on the regularly scheduled collection day.
We all have to do our part in response to COVID-19, the Town is asking for all residents’ cooperation in sticking to the existing bag limits (3) where possible and not producing additional bags and unnecessary waste. Please be mindful of the garbage produced and dispose of these items properly. Not all items go in the garbage. Continue to use the green bin and recycling bin as necessary.If you aren't sure, use the Recycle Coach online application to find out what goes where.
Are there any precautions I should take when disposing my waste during COVID-19?
Yes, please follow these guidelines keep you and your family safe:
- Throw used tissues, latex gloves and masks in a wastebasket lined with a plastic bag in the garbage. Do not place these items in the recycling bin.
- Wash your hands with soap and water after throwing those items away as well as after emptying your waste basket.
- Tie all plastic bags and put out with your regular trash.
- All garbage bags need to be tied when set out at the curb. Loose materials left in garbage cans may be left behind.
- If out in the community, please do not litter these items. Place in a trash can or take home to go in your own garbage. Littering these materials on the ground is unacceptable and poses a risk to the public, workers and the environment.
- Litter clean up in these unprecedented times should be done with caution. Residents who choose to pick up garbage off the ground should wear gloves and immediately perform hand hygiene afterwards. They should either wash their hands with soap and water for 20 seconds or use an alcohol-based hand sanitizer.

For those who are sick or test positive for COVID-19: Place all disposable items that have come into contact with your mouth, nose or eyes into the garbage -- this includes recyclables such as plastic water bottles, pop cans or milk cartons, or compostables such as facial tissue or paper napkins.
- For your safety and that of our waste collectors, it's vital that you respect physical distancing. Please keep a distance of 2 metres (6 feet) at all times.
Can I still dispose large items?
Please hold off on disposing large items until further notice. If there is an immediate need, you can purchase a large item tag by calling 905-953-5303 to place your order. The Town will send you your large item tag by mail.

Since all Town buildings and facilities remain closed, residents looking to purchase a new blue box, green bin or kitchen catcher can do so by contacting the Town of Newmarket by emailing
