Financial Relief Program
In March 2020, the Newmarket Mayor and Members of Council introduced a Financial Relief Program that waived penalties and interest on property tax payments for those financially challenged as a result of the on-going pandemic. The 2020 program expired on January 31, 2021.
A new 2021 Financial Relief Program is now available for eligible residents and businesses The 2021 Financial Relief Program, as approved by Mayor and Members of Council will provide a more target approach to help those financially impacted by the pandemic. The program will:
- Waive penalty and interest on unpaid property taxes for eligible residential property owners
- Increase the existing property tax assistance to elderly residents from $320 to $450
- increase the existing residential water and waste water rebate from $354 to $420
- Provide a water rebate of $1,000 for eligible small businesses through an application process
Waiving property tax penalties and charges for eligible residential property owners
Eligible residential property owners who wish to have interest and penalties waived on unpaid property taxes will be required to apply through the Town of Newmarket. Eligible applicants must:
- Be a residential property owner in Newmarket;
- Have suffered significant reduced hours, job loss or significant loss of income as a result of the pandemic. Property owners will be required to provide documents to support hardship (e.g. letter from employer, Canada Recovery Benefit (CRB), Canada Recovery Sickness Benefit (CRSB), Canada Recovery Caregiving Benefit (CRCB) or Employment Insurance benefit (EI) eligibility letter; and,
- Designate one (1) residential property for financial relief
Property tax rebate for
eligible elderly residents
Low-income elderly residents who qualified for the Federal Guaranteed Income Supplement were eligible to apply for a property tax rebate of $320 in 2020. In the new Financial Relief Program, the Town will temporarily increase this rebate from $320 to $450 in 2021. This rebate will be applied on the property tax bill directly.
Low-income elderly residents can apply for this property tax rebate by completing an application form and emailing it to firstname.lastname@example.org or mailing it to the Municipal Offices, 395 Mulock Drive, STN Main, PO Box 328, Newmarket, Ontario, L3Y 4X7.
Water and waste water rebate for
The Town offers eligible residents a water and waste water rebate if they qualify for the Guaranteed Income Supplement under the Old Age Security Act, support under the Ontario Disability Program or Ontario Works Assistance. As part of the 2021 Financial Relief Program, the Town will be increasing the water and wastewater rebate from $354 to $420 a year. To apply for this water and waste water rebate, please

Water and waste water rebate for local small businesses
With the Province of Ontario offering property tax and energy bill rebates (Hydro and Gas) to businesses that are affected by the Provincial lockdown, Mayor and Members of Council wanted to assist small local businesses further by offering a rebate on their water bill. This temporary rebate will provide a $1,000 water rebate for eligible small businesses in 2021 as long they meet the following requirements:
- The utility account is identified as non-residential (ICI account)
- The water meter size is less than two (2) inches
Eligible small business tenants can also receive this rebate if the utility account is registered under their name.
The rebate will be applied in four (4) instalments directly on the utility bill for eligible business owners. For the month of February, eligible small businesses will see a rebate of $100 automatically on their February water bill. In order to continue to receive this rebate, small business owners must submit an application form before March 5, 2021. Application forms will be sent with the February 2021 water bill and available online during the first week of February. The Town encourages property owners to ensure these savings are passed on to the tenants for those businesses who are not the property owners.
