Water Billing and Rates

The Town of Newmarket is responsible for providing water services to all residents and business customers. On the Town's behalf, NT Power reads the water meters, bills customers for their water usage on NT Power bills, and handles all inquiries. To ensure accurate and timely billing, NT Power takes readings on a monthly basis.

Billing for property owners and tenants

Property owners are responsible for ensuring the water bill is paid on time and in full and responsible for keeping the NT Power informed of any changes to your account (new tenant, moving etc.) 

Tenants who are on the account are responsible for ensuring their water bill is paid on time. If tenants do not pay the bill on time, the Town may transfer the unpaid balance to the property owner’s tax account for collection and apply an administrative fee as stipulated under Section 398 of the Municipal Act, 2001. S.O. 2001, Chapter 25.

If a tenant does not pay their utility bill, landlords can reach out to the Landlord and Tenant Board for more information and to file a claim for unpaid utilities from a former tenant.

Water Rebate Program

Newmarket offers a Water and Wastewater Rate Rebate program that is available to any property owner paying a Newmarket resident water bill for their property and qualifying for any of the following:

  • The Guaranteed Income Supplement under the Old Age Security Act
  • Support under the Ontario Disability Support Program
  • Ontario Works Assistance
  • A similar federal or provincial income support program

The Water and Wastewater Rate Rebate for qualified applicants is $41.99 per month ($503.88). per year). To apply for this rebate, you must provide proof annually to the Town of Newmarket to demonstrate your eligibility for one of the above programs and complete a Residential Rebate Application form [PDF/354KB]. Our Finance department staff will contact NT Power to adjust your utility bill accordingly.

High water bill investigation

The Town of Newmarket is only responsible for the water meter in the home. Property owners are responsible for maintaining the infrastructure within their home including the water that passes through the meter. Newmarket's water meters are mechanical and can only register consumption if water passes through it. Consumption that is used and passed through the water meter will be billed accordingly. 

Ways to identify a leak

  1. Turn-off all water sources overnight and monitor if the water meter (typically located in the basement) registers any consumption. If the water meter registers a consumption despite all water sources being off, there is an active leak on the property.
  2. Perform a toilet dye test – use a bottle of food colouring and put a few drops in the tank of every toilet in the house. If you see colour in the bowl, this indicates a leak. 
  3. Check for water patches under the kitchen, bathroom and laundry sinks
  4. For properties with water softeners, check for signs of a cracked rotor valve or any loose fittings. 
  5. If none of the steps above help you identify a leak in your home, the Town recommends hiring a licensed plumber to help find the source of the leak.
