The Housing Action Plan [PDF/1.3MB] provides a clear, action-oriented roadmap to respond to the needs of a growing and changing population. It is grounded in the Town’s 2025 Housing Needs Assessment and shaped by extensive community and stakeholder engagement.
Newmarket is experiencing increased demand for a broader range of housing options. The Housing Action Plan identifies key gaps in:
- Rental housing supply
- Housing affordability
Options for different household types, including families, seniors, and smaller households
Core priorities
The Housing Action Plan focuses on three core priorities:
- Supporting residents
- Helping people access stable, suitable, and affordable housing.
- Increasing housing supply and choice
- Encouraging a greater mix of housing types, including rental housing.
- Strengthening partnerships
- Working with York Region, non-profit housing providers, and other partners to improve long-term housing outcomes.
Implementation
The Plan sets out 18 actions to help address these challenges over time. While the Town does not build housing directly, it plays an important role in enabling housing through policy, tools, and partnerships. Implementation will include:
- Advancing policies through the Official Plan Review and zoning updates
- Introducing financial incentives and programs
- Collaborating with regional and community partners
The Plan also includes a monitoring framework to track progress and report back to Council and the community.
Community engagement
An extensive community engagement process was conducted from 2025-2026, which saw staff attend multiple events, and set-up pop-up booths at various Newmarket facilities to gauge resident feedback for the Housing Action Plan.
